Sync menu item on settings should open sync directly

Background

On brave://settings, clicking Sync on the left side will open a basically section with only one section:

• If user HAS setup sync, it has manage devices link:
  
• If user HAS NOT setup sync, it has a link to start using sync
  

Click that will take the person to the respective page:

• If user HAS setup sync, it shows the device list:
  
• If user HAS NOT setup sync, it has a setup sync flow
  

Description

Clicking Sync on the left should just show the appropriate screen. Skip the step where there's just one entry and show either Device List or Sync Setup
