Password and Permission prompts intermittently require multiple clicks on macOS

Description

Sometimes browser prompts/alerts require multiple clicks to get the desired action. Seems to be intermittent and has only been experienced on macOS (both Intel and arm64 machines) so far. Added OS/macOS label for now, but if we reproduce on other OSes we should update this label

Steps to reproduce

Unsure, generally seems to affect password and permission prompts.

Steps may be similar to:

1. Trigger a password or permission prompt
2. Click on either "Never" or "Save" (password) or "Block" or "Allow" (permission)

Note, it may help to use a site you haven't visited before in order to get into this state.

Actual result

Sometimes your click isn't accepted, the prompt remains. If you try again, it may or may not work.

Expected result

Should only need to click on button choice once, not multiple times.

Brave version (brave://version info)

1.66.113, although as noted in above slack thread, has been happening on and off for a bit now
