Cannot properly select long code tag elements with default installation of Brave

Steps to Reproduce

1. Install Brave Version 0.68.132 Chromium: 76.0.3809.132 (Official Build) (64-bit)
2. Navigate to the bottom of this answer
3. Try to select the entire code at the bottom of the answer

Actual result:

Definitely weird text selection behavior - appears to be worsened when the scrollbar is longer

Verified behavior on latest Chrome stable (Chromium 76) but was unable to reproduce on Chrome canary (Chromium 78). I believe we'll be getting a fix for this from upstream
