Dragging from urlbar to create bookmark on toolbar doesn't respect position

Description

If you drag from the left of the URL in the URL bar onto the bookmarks toolbar it creates a bookmark. But it always goes to the end and it should go to the place you dragged it.

Steps to Reproduce

1. Have some bookmarks on your bookmarks toolbar
2. Drag a bookmark towards the start of the toolbar.

Actual result:
bookmark appears at the end.

Expected result:
bookmark should appear at the location on the toolbar it was dragged to.
