BD-2898: Sort partner docs alphabetically

Description of Change:

Sort partner docs alphabetically. Ticket: BD-2898.

• I didn't remove the page_order: key on sections that specifically needed to be ordered, like Canvas Audience Sync.
• I fixed of the values assigned to the page_order: key for some pages that were using non-sequential counting.
• I shortened the nav_title for the pages in Canvas Audience Sync.
