You must run the first vagrant up command from a shell running in administrator mode. Hit the start menu, type 'cmd', right click the result called 'Command Prompt', and click 'Run as administrator'.
You need to manually change the line endings in puppet/modules/rvm/templates/rvmrc.erb from CRLF to LF
