This release adds the use of a userenv_ prefixed parameter.  Which
works like export_ but is ignored by the core worch.  It is meant to
be used by features that set up some environment management system
like Environment Modules.  Any user of the "modulesfile" tool under
extras will need to rewrite their config files.
