Set correct brian2genn and genn version to use for benchmarks #144

We were following the the 1.0-benchmark branch of brian2GeNN and the 2.3.3 version of GeNN. But the brian2GeNN branch is not compatible with brian2 master anymore. Therefore I now updated to follow the new benchmarking branch of brian2GeNN, which is even ahead of its master brunch. And I updated the GeNN version to version 3.0.0, since this is the version that brian2GeNN currently ships as submodule.

@mstimberg @thesamovar @tnowotny Are these the branches I should follow for our benchmarks? What about GeNN 3.1.1?

Closing old and long time solved issue.
