Current codebase only builds on Windows

Updates #76 to add initial support for linux build
f631d82 
- Remove use of batch file for extracting version information,
  use python script instead
- Add Vagrantfile for quickly creating a VM for Linux builds
- Update CMakeList - PRE_BUILD only works on Windows
