Describe the bug
CameraManager.cameraIdList could hypothetically be an empty list.

To Reproduce
Unknown exactly how to make this occur

Expected behavior
Report the error to the caller using the OnCameraReadyListener

…ting that there were no cameras in the id list. This is then handled within the start method, by calling the listener with an error. Added a test to accompany this change
