Empty rows are automically ignored by https://github.com/Keyang/node-csvtojson before the ignoreRows setting is processed, which leads to the setting not having the intended effect if there are any empty rows in the number of rows as the beginning of the file indicated by the setting.

For example, the CSV exported by Google Analytics is formatted by default in such a way that the 6th row is empty, which causes the default ignoreRows setting to be treated as if it is 8 instead of 7.
