It may be that the functionality of the minitoc package - i.e. pull every section/subsection/subsubsection title to a chapterwise table ot contents - can be done by xslt but I donot know how to do that. Maybe you can show me how to include such XSLT elements or perhapt support the minitoc package.

No minitoc is not yet supported. However, at least as far as html is concerned, you'd normally get that functionality for free if you use the ---splitat=section (or chapter or whatever) option, which you'd probably want to do for a book, anyway.
But don't you already get minitoc's for free? (ie. when you split the document) Not to say it isn't worth implementing minitoc, but the functionality is already there.
