LaTeX as a mechanism for ensuring that the packages and classes that are loaded are new enough, \RequirePackage and \LoadClass take an optional argument that is a date. This should be implemented in LaTeXML.

Considering that it is difficult enough to find package documentation
and implement them for latexml, it seems too much to worry about which
version of the package is being implemented. If it were necessary,
I would suppose it should be combined with any (eventual) package option
handling. So, I’ll accept patches…
