Asking for "5.8" in TravisCI installs 5.8.8 which isn't supported by anything. Install perl-5.8.9 before testing

Dist::Zilla::Plugin::Git::Commit doesn't install under 5.8, and 'dzil smoke' requires all dzil's plugins to be installed in order to run tests.
