Fixing two more issues

#229 - The annual frequency always allowed to include "extra dates", but this was not possible via the GUI configuration. I moved the include/exclude dates to the first step, so this is now possible.

#231 - in the last 2 releases, there was a glitch in version numbering - it jumped from 3.11 to 6.12 / 6.13. This was an error, I am removing these releases and getting back to the normal sequence
