enabling a runtime option to change this file permits running multiple btcd's concurrently, e.g. testnet and mainnet

testnet and mainnet should probably have their own individual log files as well, but the runtime setting can still be added.

Agreed. I'll change this so it is consistent with the way the data directory works. That is to say a new option --logdir which allows the logging directory to be specified and that directory will then contain another directory for the network under which the log files go. I prefer this approach since it is consistent with what's already there in regards to the data directory, and there are multiple log files since they roll, so having their own directory helps separate them.

This should also work from btcd.conf, right?
