We can transfer from an off-budget account, not to

Hi,

Small bug with the off budget accounts.
When creating a new transaction, if I select a in-budget account in "Account", then click on "Transfer", I will not see any off-budget account in the list.
So I have to do the reverse : I select an off-budget account in "Account", then I can select a "Transfer" and chose my in-budget account from the list.

This is a little bit annoying since I use my "off-budget" accounts for things such as money blocked in cautions or to keep track on money transfers to a foreign country. It sounds more "logical" to select in-budget account and "Transfer" some money to an off-budget account !
