If buddypress/buddypress#221 is converted, let's adapt how we make sure these rules are enqueued in Legacy Widgets.

Improve BP Tooltips styles are loaded

If the BP 12.2.0 `bp-tooltips` style dependency is available use it, otherwise register this dependency to use the corresponding template pack fallback file.
