Is your feature request related to a problem? Please describe.
If the user is a council member or alumni, he/she is not allowed to participate in votes.

Describe the solution you'd like
By default, council members and alumini should not be allowed to participate in votes, nor should they be able to see the results of votes taken by their actual student body.
For council members it should be possible for organizers and administrators to set the voting rights.
