I don't think this is an exact match to the "familiar" behavior, but it seems close enough.
I'll be adding text to the file list about the number of unaddressed comments (when the author is viewing) + draft comments (everyone) in a separate PR.
Fixes buildbuddy-io/buildbuddy-internal/issues/3324 (this is the last issue i'll address as part of that bug, let's file individual bugs from now on, i'll add a tag)
