This commit updates the binary format for the component `resource.drop` intrinsic for the changes made in WebAssembly/component-model#209. I'm a bit late to the punch here but the goal is to get these changes in before resources support starts propagating everywhere at which point making a binary change is going to be more difficult. No published version of `wasm-tools` crates have supported resources beyond validation, so it should still be reasonable to change this since there isn't actually widespread usage at this time.
