Release Wasmtime 9.0.4

CI has been finnicky today and I'm not sure why. No issues on githubstatus.com but builders are being cancelled before starting on this and other PRs. On some though I'm waiting for the build to finish then clicking the "rerun failed builds" button and that seems to work well enough.

@jameysharp the pr description says: "When this PR is merged a release tag will automatically be
created, crates will be published, and CI artifacts will be produced.". I don't see a release of wasmtime 0.9.4 on crates io. Did the CI fail here like @alexcrichton commented on?

Ah there's a bit of discussion on Zulip about this but CI was having issues yesterday which caused CI on the merge to fail

Thanks to Alex pointing me in the right direction, 9.0.4 is on crates.io now!
