Added virtual attendance for F2F meetings
This change adds a Certificate Consumer requirement for participation as a Root Store in the CCADB or a threshold size of user base.
Various changes made
Changed 4.d. to read "or upon the request of any Member that challenges the Applicant's adherence to all of the requirements of section 3(a) or 3(b), by a Ballot among the Members"
Removed language re: if 3 meetings haven't been held, quorum is 10.
