Toki Poni is a conlang from 2001, just a shot in the dark.

The nissan joke:

    "Each Nissan, she go!": This is a play on words. It sounds like
    "Ichi ni shi go", which are the numbers 1, 2, 3, 4 in Japanese. The
    joke is that the car, being of Japanese origin (Nissan), is female
    because it reliably "goes" (works well), and the phrase sounds like
    counting in Japanese.

    I'm not sure the joke is funny thou.

The subsequent lines after the Nissan joke are a collection of phrases
in various languages, some of which are puns or plays on words:

    Aliquid melius quam pessimum optimum non est: Latin for "Something
    better than the worst is not the best."

    Ego sum ens omnipotens: Latin for "I am a powerful being."

    Hodie natus est radici frater: Latin for "Today a brother is born to
    the root."

    Honi soit la vache qui rit: A play on the French phrase "Honi soit
    qui mal y pense" which means "Shame on him who thinks evil of it."
    The joke version translates to "Shame on the laughing cow,"
    referencing the cheese brand "La Vache Qui Rit" or "The Laughing
    Cow."

    Klatu barada nikto: A phrase from the 1951 movie "The Day the Earth
    Stood Still."

    Mieux vaut tard que jamais!: French for "Better late than never."

    Quid me anxius sum?: Latin for "What? Me, worry?" This is
    reminiscent of Alfred E. Neuman's catchphrase from MAD Magazine.

    semper en excretus: A play on Latin, roughly translating to "always
    in excrement" or always in trouble.

    SEMPER UBI SUB UBI!: A play on the Latin phrase "Semper ubi sub
    ubi," which sounds like "Always wear underwear."

    sillema sillema nika su: This doesn't have a clear translation from
    any known language and might just be gibberish or a reference I'm
    not aware of. See #1.

    Tout choses sont dites deja...: French for "All things have already
    been said, but since no one listens, one must always start again."

There was a scammer using this issue on your repository to tag random GitHub users and send them phishing links. It seems it has been removed by now, luckily.
