Let's build a static page of basic design components for the page so we can reference while prototyping.

@lukefretwell Our CWDS repo is basically the beginning of that just categorized using the bootstrap components.

• Create an Alpha design system repository
• Establish basic text and paragraph styles
• Create landing and secondary page templates
• Design and develop content types (Determine content types #19)
• Create main/all services landing/search page template
• Create services category landing page template
• Create a service landing page template
• Create a state organization landing page template
• Add favicon (same as one for alpha site)

• Text edit for description on homepage (see below)
• Let's stay with the all black (#000000) as indicated in the prototype (text, headers, nav, jumbo background, etc.)
• Remove California bar from home page (simple state icon is fine - quick comment: I have design issues with the grayscale treatment, particularly around contrast)
• Remove 'California initiatives' section from homepage: https://cwds.dev/docs/4.3/templates/home/ (want to focus on services)
• Homepage headings: 'Popular' and 'Services'
• Navbar: Let's remove text until will have something. I want to think intelligently about what goes there.
• Quick answer (https://cwds.dev/docs/4.3/templates/quick-answer/): Can you review correct sidebar content HTML structure? Is what you have here correct?
• You can remove the 'Performance' box in each of the templates.
• Can we add footers to all of these?
