Clean up Design System

• Decide on default column width
• Increase font size to 1.2 rem
• Set up team meeting to brainstorm ideas
• Update repo name/info
• Let's stay with the all black (#000000) as indicated in the prototype (text, headers, nav, jumbo background, etc.)
• Remove California bar from home page (simple state icon is fine - quick comment: I have design issues with the grayscale treatment, particularly around contrast)
• Remove 'California initiatives' section from homepage: https://cwds.dev/docs/4.3/templates/home/ (want to focus on services)
• Homepage headings: 'Popular' and 'Services'
• Navbar: Let's remove text until will have something. I want to think intelligently about what goes there.
• Quick answer (https://cwds.dev/docs/4.3/templates/quick-answer/): Can you review correct sidebar content HTML structure? Is what you have here correct?
• Can we add footers to all of these?

• Review any reference in handbook (+ add to)
• Review users stories for component clean-up
• Tie in CWDS into Alpha site, etc., so that everything pulls from CWDS
