Starting with MST for launch. Link to Payment Enrollment group.

  1. Create a new Payment Enrollment (Customer) Group for Veterans (https://github.com/cal-itp/benefits-secrets/tree/main/littlepay/bin/customer#create-a-new-product-group-eligibility)
  2. In KeyVault, assign this Customer Group 's id to MST_VETERAN_GROUP_ID
  3. Document Customer Group name string and ID into benefits-secrets

Group name: Veteran discount group
Group ID: ****

Since the Product Group must be created by MST, and it is not created yet, it cannot yet be linked to the Customer Group ID.
