Describe the bug
Known bug for some time: dask image versions don't play nicely with Hub. @vevetron is fixing Hub (#3352) and pinning dependencies to certain versions, and all we need is to have dask work within Hub. As long as this image works for Hub, we're ok.
We know the dask.distributed client is out of sync, and would prefer to wait when we have a data engineering contract in place before we decide to upgrade everything to a more recent version. Deal with this image at a later time.
