  • Update the GitHub Actions workflow tag filter to run on calver formatted tags
  • Improve README with examples, usage and settings docs, and release instructions

Closes #10

Partially addresses #3

moving to use calendar version, patterns allow for
years 2022-2029, months 01-12, numbers 1+ in the format:

    YYYY.0M.N
* getting the executable
* configuring settings
* running

since the test check is required to merge to main

run on all PRs regardless of contents

no need to run on push to main since PRs are required
