For commits on the main branch we should build and deploy a snapshot docker image. We'll probably need help from INFRA to setup the necessary secrets.

We should make sure that we only deploy once all tests and code quality checks have passed.

We need to reuse some code from #9140 here. It'd be easier to wait for this issue to be done.
