In this first step many independent GHA workflows from Zeebe/Operate/... will have to coexist before they get refactored into central GHA workflows. During this phase we need to distinguish e.g. between zeebe-ci.yml and operate-ci.yml. It also helps if workflows can be attributed to a certain part of the codebase. Description
Backports #16559
Besides backporting the PR also cleans up the workflows which are not used on stable.
