Client side method for delivering new features to insider users based on logged in user information.

Provide fixes for the following frontend bugs:

  • fix bug with summary card percentages when numbers end in 0.5
  • change DMARC card text to be more accurate
  • fix bug on SA user list where the wrong info is displayed in the modal
  • remove the location from the org summary (unneeded)
  • add link to canada.ca in GC header image
