Any release to a stable Ubuntu series should not have upstream LP bug references because we file an SRU exception bug to handle all validation of such bugs through CI, jenkins tests and manual verification. Our uss-tableflip/scripts/new-upstream-snapshot should have redacted this for us on these branches automatically. So something is amiss on these PRs.
Here's a manual fix of debian/changelog. And we can sort whatever tooling needed to change separately.
