on FreeBSD our helpers live in /usr/local/lib/cloud-init/

This looks fine. This path is used in cc_keys_to_console and constructs a path to the write-ssh-key-fingerprints helper. Was there a bug filed for this on launchpad?

not that i know, but i can do that if you so desire.
(n.b.: for my other pull request, i opened a bug first, and then a pull request ;)
