It was reported that limits.memory.swap container instance config is not working as described in the LXD Documentation. Instead, observable behavior is opposite. Let's fix that. Fixes canonical#11566 Signed-off-by: Alexander Mikhalitsyn <aleksandr.mikhalitsyn@canonical.com>
