Disk List fails with raw error rather than reporting the missing snap connection

$ sudo microceph disk list
Error: internal error: unable to fetch unpartitoned disks: internal error: unable to fetch available disks: failed listing storage devices: Failed to read "/proc/self/mountinfo": open /proc/self/mountinfo: permission denied

What version of MicroCeph are you using ?

reef/stable

What are the steps to reproduce this issue ?

1. install snap
2. cluster bootstrap
3. disk list

What happens (observed behaviour) ?

MicroCeph reports the internal error about being unable to read /proc/self/mountinfo

What were you expecting to happen ?

MicroCeph to report the missing snap connection which causes the permission error.

Relevant logs, error output, etc.
