Version 0.0.19 is in groovy-proposed, uploaded by doko to fix LP: #1879731. In 0.0.19 the pyflakes Build-Dep is changed to pyflakes3, but we can drop it altogether. This is what I did here, but then I saw that a bunch of other things could be improved.

Focal doesn't support compat 13. Do you plan to use this packaging, as is, when building for focal? Or will focal backports continue to use the old packaging?

We'll make an ubuntu/focal from the previous commit.
