Fix an error where the user agreement wasn't able to be accepted

How to QA

• Go to https://snapcraft-io-4575.demos.haus/account/agreement whilst not logged in
• Check that you are taken to the login screen
• Login
• Check that you are taken back to /account/accept and are able to accept the agreement
