When RUNPATH is set we need to retrieve it, clear it and set it as an RPATH

elf: clear the current runpath before setting the rpath

Given NixOS/patchelf#94 we may find ourselves
in a situation where given an elf file with an existing RUNPATH, a
proper RPATH may not be set.
