[DataTable]: Select all option not present in batch action for datatable component used in Figma v11 (carbon design system & IBM Products)

Detailed description

When I use the datatable component and turn on the batch action, the select all option is not present in both the carbon design system as well as in the IBM products.

What version of the Carbon Design System Kit are you using?

(V11) All themes - Carbon Design System
(V11) Gray 10 - IBM Products

Is this issue related to a specific component? If so please give the page, artboard, and layer/symbol name.

CP4D Bulk action for drafts
Date: Very urgent

Steps to reproduce the issue

1. Drop datatable
2. Turn on batch action
3. Turn on all hidden layers
4. No 'Select all' option
