[Color tokens]: add new inverse-link-hover and inverse-link-visited color tokens

Acceptance criteria

We recently added two new color tokens to the system to be used in inverse situations where links are present to use correct color contrast across our different themes, like in the Toggletip component.

• Add the two new color tokens to the Color page table
• Need to check: see if we need to add this to any variables or not? TBD
• Need to check: adjust link color styles in the Toggletip component
