Remove Blue background on Brand and Carbon badge sites and update site switcher.

The backgrounds should all be Black. I think it just needs theme updating. Same is true for the site switchers

These sites need to be updated to the latest version of the theme.

I checked in with Pavol, he is updating status of Brand website updates in the #team-brand-dev channel.
https://www.ibm.com/design/event/ has been updated, the others will be done later this month, there are some other updates in progress that need to be released first.

I created an issue to get the badges site updated.
