Add a basic API client for the Rust Cardano HTTP Bridge #40

This change relates to issue #12.

It provides a thin layer around the Rust HTTP Bridge API, with bindings to the low-level functions provided by that API:

-- | Retrieve a block identified by the unique hash of its header.
getBlockByHash :: NetworkName -> Hash "BlockHeader" -> ClientM Block

-- | Retrieve all the blocks for the epoch identified by the given integer ID.
getEpochById :: NetworkName -> EpochId -> ClientM [Block]

-- | Retrieve the header of the latest known block.
getTipBlockHeader :: NetworkName -> ClientM (Hash "BlockHeader", BlockHeader)

A further PR will provide an API with higher level functions, to be built on top of this layer.

I agree with @KtorZ comments, but otherwise it looks good, except for one naming suggestion.

Can we put the client code under Cardano.ChainProducer.RustHttpBridge, or something like that? As far as I know we're going to implement two more chain producer backends - the Rust node (protobuf messages) and the Haskell node rewrite (cbor messages).

Can we put the client code under Cardano.ChainProducer.RustHttpBridge, or something like that? As far as I know we're going to implement two more chain producer backends - the Rust node (protobuf messages) and the Haskell node rewrite (cbor messages).

That's a good point. I've renamed these modules as per your suggestions.
