This commit does not build - it contains the first gestures towards the ability for the Help command to parse arguments and react accordingly.

First steps towards context-sensitivity; the help command now has messaging addressing it's own use.

Help command should take a look at the performing entity's situation and make a determination as to how to best help when no arguments are present.
