Help command should take a look at the performing entity's situation and make a determination as to how to best help when no arguments are present.

Had to merge code from the prettification project in order to maintain
consistency with the coding standard. This commit does not build - it
contains the first gestures towards the ability for the Help command
to parse arguments and react accordingly.

First steps towards context-sensitivity; the help command now has messaging addressing it's own use.
