We ran a meeting (I was not directly involved) in which we got a group of open-science folks together to discuss the present and future of open science. Several of the participants authored Medium posts discussing important takeaways from this meeting.
They are all available at: https://medium.com/voices-from-the-open-science-movement

Of particular relevance to this manuscript might include:
Do Scientists Reuse Open Data? - Irene Pasquetto
Reproducibility in Computational Analysis - Geraldine Van der Auwera
How Data Commons can Support Open Science - Bob Grossman
Recognizing the Successes of Open Science - C. Titus Brown
Open Science - To What End? - Cyndi Grossman

This is great stuff - a bunch of rules could be spun out inspired by these posts.

One that I particularly like is related to packaging data for broad reuse. This is outlined really nicely in "Do Scientists Reuse Open Data?"
