This commit removes Travis (which is no longer working), and adds GitHub Actions instead. It does exactly the same as before.
In addition to this PR, I've removed Travis CI from the list of webhooks, and from the list of status checks that are required for merge.
Also bring test Cassandra library and image up to date. (latest Cassandra v3; we are not moving to v4).
