Army jackets and pants now require far less encumbrance. They were made of cotton for soldiers to move easily in, it's ridiculous that they'd be nearly as encumbering as plate armor.
Purpose of change
Army clothing was wildly over-encumbering for what was meant to be cloth outfits that are easy to move in while also wearing protective gear and carrying supplies. This applied double to several pieces of CRIT gear, which took much of their properties from army pants and jackets.
Describe the solution
Army jackets and pants have had their encumbrance reduced, with the jackets now having 12 encumbrance to slightly be over light jackets thanks to their deeper pockets, and army pants having 7 to match jeans.
