feat(content): revamp of pistol spawns, plus: new gun Taurus Judge

Purpose of change

Same as the rifles, the pistols now got a spawn overhaul for more variation. Some guns which were in the obscure or rare group weren't that rare and moved up to the common group. Also the spawn chances were changed slightly.

Describe the solution

1. Moved pistols from rare and obscure to common, and visa versa for some few.
2. Changed the amount of "tickets" per gun, some just had one ticket (hi-point pistols for example)
3. common are commonly owned pistols. Rare are police or paramilitary and obscure are special, imported and super rare pistols.
4. removed rare pistol display since it now contains police/paramilitary guns, not owned by citizen (regularly)
5. Bonus: added a new gun: Taurus Judge. The tamer brother of the raging judge (we already have), but a LOT more common.
