This implementation will introduce a new user interface for "qbank_managecategories" plugin which will allow user to drag and drop. Having this plugin will give users the flexibility of reordering, adding or editing categories from the qbank_managecategories view.
This commit will introduce a new qbank module which will act as a thin wrapper around the qbank api. This commit will implement some efficiencies in backup and restore to reduce the load from backup and restore from question bank. This commit also implements the pre 41 restore for quiz and question bank.
This commit will refactor the current secondary navigation for question bank to resolve the regression where it could accept navigation nodes from plugins and removes all the hardcoded url in order to get all the information from the qbank plugins and also adds capability checks like before.
