Testing page silently redirects to home page #614

What happened?

Recently this was changed so that it must have debugging turned on, which is ok, but instead the testing page should show an error saying debugging must be on for it to work. Redirecting to the home page is surprising and annoying.

What you expected:
Show the testing page or instructions on how to enable it
